Lo chiariamo in premessa perché non sorgano fraintendimenti: la nostra posizione può essere riassunta con il manzoniano adelante, con juicio.
Crediamo però che su un progetto di tale importanza per dimensioni e impatto sulla città serva una discussione trasparente. Nonostante siano intervenute molte voci, alcune anche autorevoli, ci pare che alcuni punti fondamentali attorno a questa questione non siano ancora stati affrontati con la dovuta linearità.
- La maggior parte dell’attenzione si è concentrata sulla questione architettonica. Leggiamo che alcuni vorrebbero tutelare la varesinità, qualsiasi cosa voglia dire. Sarebbe opportuno valutare se almeno una piccola parte degli hangar potesse essere recuperata, ma non crediamo debba essere l’obiettivo principale. È assolutamente da evitare un altro stallo come quello della Caserma Garibaldi.
- Il tema fondamentale è quello della relazione con i cittadini. Il progetto ci sembra pensato soprattutto per una fruizione fatta da automobilisti –ricordiamo che è previsto un parcheggio da 500 posti- che frequentano il centro commerciale o il centro sportivo privato. Il verde e gli spazi pubblici ci sono ma non bastano. È necessario prevedere che almeno una parte dell’area sia destinata a un centro civico con forte vocazione collettiva e culturale. Immaginiamo un contenitore mixed-use nel quale i cittadini possano incontrarsi, svolgere attività, sviluppare progetti, vivere momenti di socialità e frequentarne gli spazi non solo negli orari di apertura dei negozi. L’area è vicinissima al centro cittadino e dobbiamo trasformarla in un luogo pubblico che stimoli e costruisca la comunità.
- Il bisogno di un nuovo supermercato non c’è, va detto in maniera chiara. A fianco dell’ex Aermacchi c’è già un altro supermercato e si dovrebbe evitare di realizzare un nuovo supermercato in un’area affollata di concorrenti e di ritrovarci magari tra 10 anni con una grande struttura chiusa perché non sostenibile dal punto di vista economico. Serve una valutazione attenta in questo senso.
Se poi costruire un nuovo supermercato è l’unico modo per far sì che i privati investano nell’area ragioniamo sulle regole di costruzione, portando della vera innovazione: tetti verdi, bioedilizia, logica carbon neutral (tutte le emissioni prodotte nella costruzione compensate piantando, anche altrove, alberi). Non ripetiamo gli errori fatti con l’Esselunga di via Gasparotto.
- nfine c’è il tema dell’attuale sede della Robur et Fides. Con la costruzione del nuovo centro sportivo che ne sarà di quello vecchio? Su questo deve essere data una risposta chiara prima di deliberare il nuovo progetto. Non vorremmo che oggi tutti gli occhi si concentrino sull’ex Aermacchi e domani fossimo costretti a guardare all’attuale centro sportivo come alla nuova grande area da recuperare della città.
Siamo d’accordo con l’assessore Civati quando sottolinea che il “beneficio pubblico” è un tema fondamentale da considerare. Crediamo che su questi quattro punti debba esserci una discussione franca con tutti i cittadini. Non dobbiamo avere fretta e ripetere gli errori di inizio anni ’90 quando progetti sbagliati e impattanti hanno cambiato in peggio il volto della città, facendoci ancor oggi pagare il prezzo per quella mancanza di visione e progettazione.
In chiusura una considerazione su come affrontare questi nodi. Il Comune può e deve negoziare con i privati interventi migliorativi. Se ciò non verrà fatto, non può valere come giustificazione il fatto che l’attuale progetto risponda ai requisiti del PGT così come approvato dalla precedente giunta Fontana. Se le regole sono obsolete o sbagliate vanno cambiate e anzi, forse, avremmo dovuto farlo prima.
