Lotta alle disuguaglianze, ambiente, inclusione, risposte strutturali a ogni tipo di fragilità. Questi e altri sono i temi che stanno a cuore a Collettiva, gruppo nato a Varese alla fine di settembre. Ne parliamo con l’attivista Maria Grazia D’Amico.

Come è nata Collettiva?

Ci siamo ritrovati alla fine di settembre con l’aspirazione di cambiare la città di Varese attraverso la partecipazione. Molti di noi sono impegnati nell’associazionismo e nel volontariato e molti sono giovani tra i 25 e i 35 anni. Dopo quel primo appuntamento gli incontri sono diventati virtuali, ma la partecipazione è cresciuta e ora siamo arrivati a 50/60 membri.

Vogliamo anche dare il nostro contributo in vista delle elezioni amministrative dell’anno prossimo, con l’obiettivo di spostare il più possibile a sinistra la coalizione che governa attualmente la città, sperando che venga riconfermata. Siamo convinti che le cose possano cambiare con la pressione dal basso e la presenza radicata nel territorio, facendone emergere tutte le risorse e portando la gente a “riappassionarsi” alla politica. Questa è una condizione che manterremo anche se dovesse esserci un cambiamento nell’amministrazione. In quel caso la nostra sarà un’opposizione sempre molto legata al territorio. Per noi è fondamentale fin da ora costruire un programma che dia ampio spazio alla partecipazione dei cittadini e metta al centro questioni sociali urgenti e spesso trascurate.

Questa attenzione per gli “esclusi” è legata all’asterisco del vostro simbolo?

Sì. L’asterisco rappresenta appunto le note a margine, dove ci sono le persone escluse e argomenti come l’ambiente o la cultura, per noi fondamentali per la qualità della vita dei cittadini. I margini rappresentano anche dei confini da superare. Vogliamo trasformare l’immagine della città, in modo da dare una risposta a tutte le fragilità che sia strutturale e non semplicemente legata all’emergenza.

Come vi siete organizzati in questa prima fase di lavoro?

Abbiamo formato tre tavoli – Ambiente, Sociale e Cultura – che si incontrano virtualmente e affrontano temi che abbiamo identificato e su cui vogliamo portare proposte concrete. Una modalità a cui teniamo molto è quella di fare rete con altre realtà e imparare dalla loro esperienza, invitandole a partecipare ai nostri incontri. Un altro punto importante è il dialogo con le istituzioni e soprattutto con i funzionari che gestiscono i servizi.

Puoi illustrarci meglio le proposte che avete elaborato finora?

Per quanto riguarda il Tavolo Ambiente, puntiamo all’idea della rigenerazione urbana, mettendo al primo posto i bisogni dei cittadini e non solo l’interesse di chi costruisce. Servono spazi verdi comuni per fare in modo che la città possa essere vissuta attivamente e non sia solo un luogo dove parcheggiare o consumare. E poi vogliamo che alla Dichiarazione di Emergenza Climatica  approvata dal Consiglio Comunale di Varese seguano i fatti: sul cambiamento climatico abbiamo visto troppi impegni rimanere solo sulla carta.

Sul tema del recupero, un punto importante è quello dell’utilizzo dei beni confiscati alla mafia, o di aree da offrire in gestione al Comune, coinvolgendo diversi attori: dagli artigiani colpiti dalle difficoltà economiche, a giovani per cui si potrebbero creare nuove opportunità di lavoro.

Gli spazi verdi poco usati vanno modificati attraverso la creazione di orti e frutteti sociali, luoghi di tutti e di cui tutti possano beneficiare.

Il Tavolo Sociale parte dalla constatazione che Varese ha un’ampia fascia di popolazione anziana e che la pandemia ha provocato una situazione di enorme difficoltà economica, che probabilmente si aggraverà ancora. Una prima proposta riguarda la “badante di condominio”, proprio per venire incontro ai bisogni degli anziani. Anche altre categorie, come i migranti, hanno bisogno di risposte per esempio sui servizi sanitari e abitativi. Come dicevo prima, queste risposte devono essere strutturali e non solo legate all’emergenza.

Il progetto del Piano Regolatore Sociale, uno strumento per individuare i bisogni attuali e futuri e ripensare i servizi sociali, non è mai stato realizzato. Questa è a nostro giudizio una grave carenza dell’amministrazione comunale, a cui è necessario rimediare al più presto.

Il Tavolo Cultura, a cui partecipano molti giovani, punta a creare spazi per tutte le attività mai realizzate, luoghi polivalenti che possano essere sfruttati dalle associazioni e da chi rende viva la città. Vanno potenziate le sale studio, oggi decisamente carenti. Infine, dobbiamo ripensare il tessuto della città: serve favorire la nascita di luoghi per l’aggregazione e i giovani. I bar del centro vanno bene, ma non bastano.

Insomma, anche qui si tratta di far emergere bisogni e di dare loro una risposta di coinvolgimento e partecipazione delle fasce interessate. Questa risposta può svolgere anche una funzione di prevenzione del disagio sociale.
