Fin dalla nostra nascita, lo scorso ottobre, siamo stati espliciti sui nostri obiettivi e sui metodi che intendevamo mettere in campo per realizzarli. Collettiva* è nata come gruppo di persone a cui il dibattito politico varesino stava stretto e ha quindi deciso di impegnarsi in prima persona per cambiarlo.
Tuttavia è possibile fare politica in molti modi, non per forza presentandosi alle elezioni. L’associazionismo, le realtà sociali, la partecipazione e l’organizzazione di iniziative culturali sono esse stesse azioni politiche che contribuiscono a plasmare e indirizzare il senso comune dei cittadini e il loro sentirsi parte di una comunità.
Con Collettiva* però abbiamo deciso di fare un passo in più, quello di confrontarci con il Palazzo, con la politica che costruisce il consenso e conta i voti, con gli accordi, le mediazioni e gli equilibri. Senza snaturarci e senza paura, con la consapevolezza di essere parziali ma necessari, con l’orgoglio di un’esperienza che sta ridando entusiasmo e un orizzonte condiviso a tantissime persone, prima sfiduciate e apolidi.
L’esperienza amministrativa di Davide Galimberti in questi 5 anni ha avuto diverse luci e alcuni limiti, ma si dall’inizio abbiamo constatato che lo spazio di azione per intervenire concretamente sulla realtà era all’interno della coalizione di centrosinistra, pena l’irrilevanza nel dibattito. Ciò che per noi conta sin dal primo giorno sono state le idee e le proposte. Il lavoro dei primi mesi è confluito così nel Libro bianco.
A quel punto ci siamo guardati intorno alla ricerca di alleati che potessero dare forza alle istanze ambientali e di giustizia sociale su cui si è concentrato il nostro lavoro. E’ stato naturale iniziare a confrontarci con Progetto Concittadino, un gruppo di persone già impegnato nel governo della città che negli anni ha saputo mantenere viva un’esperienza virtuosa di partecipazione, tanto nelle istituzioni quanto nei quartieri cittadini.
Collettiva* sarà presente alle elezioni e i nostri candidati troveranno spazio nella lista unitaria di Progetto Concittadino*. Chiarito il posizionamento e individuati i compagni di viaggio, più che sulle alchimie elettorali, sui nomi o sui simboli ci siamo buttati a capofitto nella discussione tematica: come realizzare una Varese più verde, inclusiva e viva? Quali politiche al servizio di quali obiettivi? È stato un impegno interno faticoso ed entusiasmante fatto di decine di riunioni online e in presenza, di stanchezza e crisi di nervi, birrette e risate. Ma anche di momenti aperti a tutti, come i pomeriggi a Villa Toeplitz e a Villa Mirabello, durante i quali abbiamo raccolto oltre 500 post-it di cittadini e simpatizzanti contenenti spunti e idee per cambiare Varese. Questa enorme mole di lavoro è servita a produrre una visione completa e chiara dellaVarese che vogliamo.
Il Manifesto Programmatico che abbiamo scritto con Progetto Concittadino* è un documento che raccoglie l’elaborazione dei tavoli tematici e rappresenta, ne siamo convinti, la più moderna e progressista visione di Varese che sia stata prodotta da alcuni decenni a questa parte.
Il Manifesto è frutto di un lungo percorso condiviso e partecipato, che fin da subito si è caratterizzato per alcuni aspetti secondo noi fondamentali: una prospettiva progressista di sinistra che pone al centro la giustizia sociale e la lotta al cambiamento climatico; l’apertura ai contributi e alle riflessioni delle numerose persone che abbiamo incontrato e continuiamo a incontrare durante le iniziative pubbliche; l’orizzontalità e l’inclusività che contraddistinguono il nostro approccio, che hanno portato tanti di noi a trovare finalmente uno spazio in cui sentirsi accolti e ascoltati e in cui potersi esprimere in senso civico e politico.
Il Manifesto si articola in tre sezioni: la prima illustra in linea generale la nostra visione e idea della città di Varese e il metodo partecipativo che stiamo utilizzando per elaborarla; la seconda è dedicata al nostro Alfabeto, cioè i tre assi portanti che riteniamo centrali per l’azione del futuro governo della città: Cultura, Inclusione, Transizione ecologica; nella terza sezione avanziamo dieci proposte di azioni, o campi di azioni, che vorremmo sostenere nel corso della prossima Amministrazione.
